First, a general principle of site design:

Web sites that require javascript, flash, or pop-ups are not visitor-friendly for reasons of security and accessibility. Nor are they search-engine friendly. It is, however, acceptable for those technologies to be used as icing on the cake for purely optional, interactive, or cosmetic reasons, as long as all basic features of the site are accessible without those technologies.
